Report: Health Insurance Should Cover Non-Medical Services

Medical care makes up just a fraction of what determines a person’s health, and a new study makes the case that Medicaid in Texas should support non-medical services because of their health impacts and return on investment. While medical experts and public health officials have long been touting the importance of the social determinants of health, the report from Episcopal Health Foundation and the Center for Health Care Strategies provides some hard evidence about why these services should be funded in the Lone Star State.

Healthcare leaders always want issues addressed upstream. Early cancer detection results in better outcomes and is less expensive to treat, and a healthier lifestyle can often prevent diabetes. In recent years, other non-medical services have been added to the conversation. Social, educational, safety, transportation, and food security majorly impact a person’s mental and physical health. If a program like Medicaid (or commercial health insurance) prevents downstream medical costs, it only makes sense to use those funds to address all the factors that impact health, especially if they are less costly than hospital procedures and expensive medication.

“Medical care makes up about 20 percent of what determines a person’s health, yet right now we spend almost all health dollars – including Medicaid – treating conditions medically and not preventing disease outside the exam room,” said Dr. Ann Barnes, a physician, and CEO of Episcopal Health Foundation via release. “We have to change the way we think about health and how we pay for it. In the past, personal injury lawyers and insurance defense lawyers (often external) would look at how much it costs to settle claims and compare it with the costs of going to trial, said Sutton, who used to practice insurance defense law before switching sides. However, the trend he has noticed since at least 2015 has been for insurance companies to rely more on in-house counsel to deal with claims, “and that has really changed the dynamics.”

Insurance companies have also started adopting a more standardized approach to how they would deal with files, “and some of them have decided to really play hard,” Sutton told the forum webinars, saying many are taking cases to trial with in-house lawyers. One reason is the use of paid counsel; the other is a desire to take stronger stands “in uncertain cases they feel they are defensible.” In some cases, they may choose to resolve faster. Others want to see “how long can you keep you and your client going.”

Yoni Silberman, a partner with Bogoroch and Associates in Toronto, added that she feels that in the past, there was more room to negotiate in mediation or pre-trial sessions. “You’d feel as if you were . . . debating issues of law with counsel,” she said, and the opportunity to persuade.

The company’s Optum business segment provides information- and technology-enabled health services, including OptumRx pharmacy benefits management (PBM) services. While UnitedHealthcare generates more than three-fourths of the company’s total revenue, Optum is the bigger growth driver for UnitedHealth Group.

Optum could soon grow even larger. It plans to acquire home health provider LHC Group (NASDAQ:LHCG) for $5.4 billion this year. Optum already owns primary care and ambulatory surgery center facilities. The move into home health is a natural next step. However, the deal must first be approved by regulators.

2. Anthem

Although Anthem (ANTM -1.14%) is only a fraction of the size of UnitedHealth Group in terms of market capitalization, it’s still one of the largest health insurers. Anthem operates Blue Cross and/or Blue Shield plans in 14 states but is licensed to sell health insurance throughout the country.

1.4 million people in the Netherlands switched health insurers for 2023

A whopping 1.4 million people in the Netherlands switched health insurance companies at the end of 2022 – the highest number recorded since the introduction of the current healthcare system in 2006.

High premiums push customers to swap insurance plans or companies

Last year on Prinsjesdag, the Dutch government announced that the price of health insurance would increase by around 11 euros a month from January. While companies like DSW stayed below the guidelines set out in the government’s budget, some people in the Netherlands have seen their insurance premiums rise even more significantly.

Record-breaking number of people switch to new insurance company

Preliminary figures published by Zorgverzekeraars Netherlandsan umbrella organization representing 11 Dutch health insurance companies, has revealed that in the lead-up to the deadline of December 31, a whopping 1.4 million people in the Netherlands switched insurance companies, amounting to around 8 percent of the population.

This marks a significant increase compared to previous years, when the total was between 6 and 7 percent. In fact, the knowledge center Vetkis reports that the figure for 2022 is likely to rise to between 8.1 and 8.5 percent, as some customers have until the end of January to sign up for a new plan.

According to Zorgverzekeraars Netherlands8 percent already marks the highest proportion of the population to switch insurers since the introduction of the current healthcare system in 2006, setting a new national record.
